The quest for the former post-communist countries to stay in the advanced developed countries raises the issue of seeking alternative ways of rapid economic development. Formed on the basis of the collapse of the Soviet Union, the government of the independent Azerbaijan Republic made the decision to pursue a policy of economic diversification, and in this context the role of the major vector was shifted to tourism, which is one of the largest sectors of the modern economy. Azerbaijan's special natura resources, cultural, national, ethnographic, cultural-historical heritage, favorable geographical position, 9 climatic zones, diversity of flora and fauna, existence of the sea, fine cuisine, centuries-old traditions create great prospects for tourism development. One of the pressing issues of the Tourism Association of Azerbaijan is to eliminate the lack of staff and improve their qualifications, despite the fact that there are tourism universities, colleges and professors in the regions. In addition, there is an imbalance in price and service; Less awareness in the regions; Azerbaijan seeks to eliminate these problems through a strategic development plan for tourism, which aims to ensure the continuous development of this field.
